HEAR Updates and Program Changes
On May 29, 2026, the U.S. Department of Energy (DOE) issued updated program guidance for the Home Energy Rebates programs, which includes changes that impact Energy Saver North Carolina.
DOE’s updated guidance (Program Notice 26-1 and Program Notice 26-2) must be implemented by Sept. 1, 2026. To meet these requirements, multiple program changes will take effect.
HEAR Changes
- Fuel Switching Projects are NOT allowed: Rebates will no longer be allowed for the replacement of gas or any other fossil fuel appliances through the HEAR rebates pathway.
- Electric-to-Electric Upgrades ARE allowed: HEAR rebates are now permitted to replace existing electric appliances with more efficient electric equipment
- New Insulation and Air Sealing Standards: Insulation and air sealing upgrades may be required alongside a HEAR heat pump-related project.
Beginning Sept. 1, 2026, all existing and new HEAR applications that have not yet reached rebate reservation status must comply with the new guidance. Energy Saver North Carolina contractors and the application processing team will continue to support applicants to ensure a smooth transition with the updated federal requirements.
What does this mean for applicants?
- Current and new HEAR applicants should continue applying, even if their home has fossil fuel systems. Submit all required information so your application can continue moving forward. The application processing team and your contractor will explain which upgrades are possible based on your existing systems.
- During the application phase, you do not need to know whether your home needs air sealing or insulation upgrades. Contractors and the application processing team will guide you through these standards and requirements.
- Submitting a complete application helps the process move faster.
